In the mecha shows I have seen especially the eastern mecha, western mecha is a little more grounded in reality in that they sometimes have anti-mecha personal weapons , it isn't a matter of being out of scale i. Eastern mecha are really nothing more than giant samurai fighting each other on a ludicrously miniaturized battlefield to the point that the mecha barely have any stats of their own and it is just the pilot that is in it that matters.
I would lean more towards the idea that you have to have some justification for making a cross-scale attack both ways rather than static bonuses. I always thought the idea of you having to create an advantage prior to making an attack on something larger than yourself makes a lot of sense. If you are a group of people on foot, perhaps you have to rig up a high tension wire to cause the Mecha to get "Tripped Up" before you can attack it. As soon as the advantage goes away an Overcome roll on the part of the Mecha so does your ability to cause stress to the Mecha.
Just make it tiered. Something 2 size levels above where you are requires 2 Create Advantages prior to being attacked. It requires a LOT more strategy to take down something much larger than yourself. The Very Big Monsters would probably work okay, too. I think there is a standard rule for scale in Fate Core, too. Or you could put a descriptive sized aspect "Gargantuan Lizard From A Time Long Lost" that could be invoked to prevent damage against smaller-sized targets.

Perhaps military sci-fi one without giant monsters? It's pretty broad, it also has points basically stunts in Fate for Kaiju and I've been using them to make my Fate Pokemon game fleshed out.
